Error 80040300

I need a solution

Hi everyone.  I am an user of SEP 12.   Yesterday, I reviewed my "SEP Status" windows and detected that Proactive Threat Protection (PTP) and Network Threat Protection (NTP) are not updated (appear the indication "Waiting for updates").  So, I try to do it manual by the file SepLiveUpdate.exe... then I saw a black screen with the message "The SepLiveUpdate session encountered an error: failure initializing IPC TIM..., the error code is: 80040300".  What does it mean that?.
